They call them bad apples. Tragically, a very high percentage are rotten to the core. Yes, as you so astutely point out, it’s the culture.
Some claim that better training would cure the problem. But that would only help if departments screened out bigoted recruits from the get go. And that’s nearly impossible because it’s small-minded, misogynistic, authoritarian-oriented people who are attracted to the job in the first place.
More rigorous screening and training, yes! But those who participate in such disgusting attitudes and behavior must be held accountable and not be rewarded for their bigotry. Facing the challenge means a long, slow process to come. Not sure this country is up to the task.
